Misplaced promise of Africa’s mobile revolution

In the Summer 2017 issue of The Breakthrough Journal, Calestous Juma, a professor of the practice of international development at Harvard Kennedy School discusses the reality behind Africa’s significant potential offered by technological catch-up and leapfrogging. With a few exceptions, that promise is still largely unfulfilled. What’s needed is for the continent’s governments to adopt 21st-century industrial policies that create ongoing interaction between governments, industry, and academia in open competitive and collaborative innovation ecosystems.
